1) a. Do you support the use of renewable sources to meet the nation’s energy needs? Strongly support Support Neutral Opposed Strongly opposed Don’t know yet
b. Why do you hold this view?
2) a. Do you agree that onshore wind has a role to play in helping to meet the nation’s energy needs? Strongly agree Agree Neutral Disagree Strongly disagree Don’t know yet
3) a. Do you support the principle of expanding Scout Moor Wind Farm? Strongly support Support Neutral Opposed Strongly opposed Don’t know yet
4) We aim to deliver the maximum amount of renewable electricity whilst limiting environmental, community, and economic impacts, seeking to restore the site’s peat habitat, maximising local employment and training, and establishing a Community Benefit Fund and opportunity for Co-operative ownership.
a. Do you agree with these objectives? Strongly agree Agree Neutral Disagree Strongly disagree Don’t know yet
b. Why do you hold this view? (500 chars left)
c. If you have suggestions for other objectives please provide them. (500 chars left)
5) We have identified three areas that have potential to accommodate a wind farm expansion – Infilling within the operational wind farm, and areas to the immediate north and east.
a. What considerations should we take into when designing an expansion of the wind farm in these areas?
Infill Area
Northern Area
Eastern Area
b. Do you have any comments or concerns regarding the construction, operation or maintenance of a potential expansion of the wind farm in these areas?
6) There are options for variation in turbine sizes in the northern and eastern expansion areas. Infill turbines would be of a similar size to those currently installed (80m rotor diameter, 100m to tip). Turbines with larger rotor diameter require increased spacing and therefore there would be fewer turbines as part of the expansion. Conversely, smaller turbines require less spacing and so more turbines could potentially be accommodated. More of the smaller turbines would be required to achieve the same energy output as the bigger turbines.
a. Do you have a preference on turbine size and the turbine layout and numbers Yes No Undecided
b. If yes, please indicate your order of preference below.
c. Please provide feedback on the options below.
80m rotor diameter whole scheme (100m tip) 1 2 3 4
Reason for your preference, and comments/concerns about the layout and number of turbines for option (500 chars left)
80m rotor diameter northern (100m tip)/80m rdi eastern (135m tip) 1 2 3 4
90m rotor diameter north & eastern (125m tip) 1 2 3 4
100m rotor diameter north & eastern (135m tip) 1 2 3 4
* Please consider the construction, operation, and maintenance of the proposed wind farm. rdi = rotor diameter
d. Please provide any suggestions for alternative turbine size and layout arrangements?
7) Should the wind farm expansion enter construction and then operation, we propose to use the existing wind farm access road via Scout Moor Quarry.
a. Do you support this proposal? Strongly agree Agree Neutral Disagree Strongly disagree Don’t know yet
c. Do you have any comments or concerns about the proposed access arrangement, considering construction, operation, and maintenance of the proposed wind farm?
d. Please provide any suggestions for alternative access arrangements?
8) We have identified three potential routes along which underground electrical export cables from the expansion of the wind farm could follow and that accommodate a substation/control building. The first is to the northwest to connect towards Rawtenstall; a second alternative is following the existing wind farm connection at Ashworth Reservoir; and a third to the South East at Rooley Moor.
a. Do you have a preference on cable route? Yes No Undecided

d. Please provide any suggestions for alternative grid connection arrangements?
9) Please outline any other potential impacts on you or the local community that need to be taken into account in our design or impact assessment. Please provide suggestions on how we could avoid or reduce such impacts.
10) We propose to establish a community co-operative to enable individuals and community groups to buy shares in a co-operative fund that will invest in the wind farm and benefit financially from the wind farm expansion.
a. Are you supportive of this initiative? Strongly support Support Neutral Opposed Strongly opposed Don’t know yet
b.Are you interested in investing in the co-operative? Interested Not interested Don't know yet
c. How should the boundary within which communities can access the co-operative scheme be determined?
d. Do you have any suggestions on how the fund could be administered?
e. Which of the options outlined on the co-operative leaflet would you consider investing in? (leaflet available to download in Document Library section) Option 1 Option 2 Option 3a Option 3b Other None of them
b. Why do you hold these views?
11) We would use revenue generated from the wind farm to fund community projects. If the expansion were to be the same size as the existing wind farm, a total of over £3,250,000 could be provided over the life of the wind farm through a Community Benefit Fund (CBF).
a. How should the boundary within which communities can access the CBF be determined?
b.What type of projects do you believe the CBF should support? Improved energy efficiency of community buildings Educational facilities Leisure and recreation facilities Employment initiatives Youth facilities Habitat enhancement/management Improved local amenities, such as parks and green spaces
c. Please provide details of other types of projects, or specific projects, that could benefit from funding
12) Please use this space to provide any further feedback on the expansion proposals.
